Sida – the Swedish International Development Cooperation Agency – is a government agency working to create better living conditions for people living in poverty and under oppression around the world. Sida works on behalf of the Swedish government and parliament and the agency's activities are funded through Swedish tax revenue.
Sida is implementing Sweden’s global development cooperation on migration, returns and voluntary repatriation 2024–2028. The strategy will help to counteract irregular migration and stimulate well-functioning returns that can contribute to sustainable growth and development in receiving countries, and effective action for voluntary repatriation. The development assistance will also contribute to effective measures to strengthen migrants’ and refugees’ enjoyment of their rights in partner countries, support host communities, and strengthen asylum and migration management in partner countries. Somalia is a priority country.
Sweden is engaged in initiatives implemented by Swedish Migration Agency, the Swedish Police Authority, and IOM (financed via the Ministry of Justice), and intends to further strengthen its efforts within migration management in Somalia.
Currently, we are looking for one partner to contribute to sustainable returns and reintegration in Somalia. The aim is to strengthen Somali migration management through improved institutional capacities, assistance, and reintegration services. This work will be conducted complementary to the Team Europe Initiative, Strengthening Somali Migration Management (SSMM). The activity period can last a maximum of three years and three months with a start date of October 1, 2026, and an end date no later than December 31, 2029. The length of the agreement and the amount granted are decided by Sida when preparing an application. Total budget of the program should include activities that amount to 35 MSEK to 50 MSEK.
The application process consists of two steps
Step 1 - Call for expression of interest: All organizations are invited to submit an expression of interest. During the expression of interest stage, applicants will complete a required questionnaire, which includes questions related to the eligibility criteria. The call for expression of interest will be open from April 13, 2026, at 17.00 CEST to April 27, 2026, at 17.00 CEST.
Step 2 - Call for applications: Only the organizations who are assessed to fulfill the eligibility criteria set out by Sida will be asked to submit applications. The call for applications will be open from April 27, 2026, 17.00 CEST to May 11, 2026, 17.00 CEST.
Following the final step, Sida will assess all applications based on an internal scoring criteria. One organization will be selected for further cooperation.
